Ever wanted to capture a scenic photograph while in the rain, but didn’t want to ruin your camera?  Not everyone has a professional camera that has weather sealing.  Why not create/simulate rain with your existing photos?  I came across a great tutorial explaining how to create a movie poster which happens to have a nice section on creating rain effects  See the full tutorial at Tutzor.com.  Start at Step 13 which is where the rain portion gets begins.

Download the Rain Effect Action for easy to create rain effects.  Just unzip the action into your Action folder.  Works with Adobe Photoshop CS3.
